In Thieves' Quarter, The Game Mechanics and Green Ronin Publishing present a completely modular thieves' quarter for use in any urban fantasy setting. The material in Thieves' Quarter can be used as a whole or mined for useful locales, NPCs, and plot hooks. Every aspect of the quarter is created with the larger city of Liberty in mind, but also designed so that GMs can easily pick and choose elements to use in their own campaigns.
